Why is my nobis 9 frozen?

I had problems with blank screens and wiped all the data from my Nobis 9, jellybean 4.1, tablet. Now it won't start past the GO screen. Starting again while holding the volume key gets me to the RESET screen, but choosing "wipe data" again, tablet freezes at "formatting/data".

The Nobis looks like one of those "there's no information available" Chinese devices. You save money when you buy it, but you waste even more when something goes wrong, because no one knows what to tell you to do to fix it.
