I have connected my Samsung phone via the usb cable to my computer and would like to know if it is possible to transfer one of the Outlook contacts set to my phone.

In Outlook you should be able to go to the drop down menu File > Import/Export > File Export then choose CSV (Comma Separated Value and export the file to a location and file name you will remember. Then copy that file from the PC to the phone again remembering the location. Then open you contacts app on the phone and tap the menu that is the three dots in the upper right corner. From there you will see Import/Export and Import the file from storage, pointing it to the file you saved.

Another option that doesn't require Export each time you have an update is to use third party sync software. You have a few options. The best one depends on your needs. Here's a list to help.
