all blocking application which could reply to the caller that; the dialed number is not reachable

I need some genious who could create a call blocking application who instead of call hangup answer the caller the dialed number is switched off or not reacable

I am not a developer so I won't be much help, but you might want to check in the forums and ask in the Developers section Android Developers - Android Forums at AndroidCentral.com for some help on that. You can also check out xdadevelopers.com and see if someone there has something you can use. If your device is rooted or rootable (bootloader unlocked) you may be able to get someone to create something.
