My current carrier is Verizon Wireless. I'm planning to switch to AT&T around Summer. I currently have an iPhone, but planning to get an android device when my contract is up. My only problem is that I want an android smartphone on AT&T that doesn't have a locked bootloader and can be rooted... (I would want to put Cyanogenmod on it.) I've been wanting to get the Samsung Galaxy Note 4 but it has a locked bootloader and can't receive the ROM I want along with root. I have to go with AT&T since that's the only strong carrier I have in my area. What AT&T smartphones have unlocked bootloaders and can be rooted and change ROMs? The more suggestions the better! Thanks!

The Nexus brand can be unlocked and rooted.

If you are looking at AT&T Branded phones, the simple answer is none. AT&T (like Verizon) locks down the bootloader on every phone. Now you can order a Nexus 6 as mentioned directly from Motorola or Google and then it is bootloader unlocked, but only because its not AT&T branded. If you buy an International version of a phone AT&T sells it can also be unlocked, BUT, you will not get AT&T LTE (unless specifically noted its an available LTE Band).
