Can I add different tasks to the device options screen that open when you long press the power button on Galaxy S4

Welcome to Android Central! No, you can't--at least, not while unrooted. If you root the phone and use something like Xposed Framework, that might be possible, but I don't know for sure.

Yes, there's at least one Xposed module (Wanam) that adds the 4--way reboot.
