Can downloaded play card be returned to owner as owner was under age of 13?

My grandson had an account set up for him but we did not realize that he need to be 13 to access account and play card that we gave him. He had downloaded card but when he went to buy an "extra" on Dragon City for .99 he could not remember his password to confirm purchase. We contacted "help" to reset password and that is when they asked his age (9) and said he could not go any further with his account or the play card. What can I do about the $25 that is sitting there?
