why can people call me but i cant call them

people can call me and I can talk with them but if I try to call it then just says call ended

If the device has been like that from new, consider returning it.
Otherwise, try a Cache Partition wipe. Also, speak to your network about it....the SIM, or possibly the SIM slot or tray, may be faulty or dirty. Try reseating the SIM first.
