    I did a factory reset on my phone. I have tried to reinstall my previous apps from Google Play but it won't reinstall them. It says they are already installed. I have a Galaxy S3. It is as though it does not know they are no longer on my phone. I tried to uninstall them from Google Play but I can't get it to work.

    No, Google Play says that you've installed th app once. The Installed button does the same as the Install button, it just has different text. Tap it and the app will install.

    Play doesn't know whether the app is on your phone, it only knows whether you've downloaded it under that Google account (which you did).
