How to I "flash" files to my stuck Nexus 7 2nd gen wifi tablet?

I'm an old fart, just used my Nexus 7 tablet to play Zombie games and check email. I've seen several posts to fix it by flashing files onto it. I seem to be missing a step between plugging my Nexus into the computer, getting to the Boot-loader, loading the Android studio and getting the files onto the device. I'm not afraid of technology, technology just doesn't like me. Any techie that can help me fill in the gaps, Peace be onto you. I'll await a reply while playing Sonic on my Sega Genesis 32x and talking on my Razr V3xx.
