Welcome to Android Central! I really doubt anyone installed a chip in your phone. When you did a factory reset, did it automatically reinstall all of your apps? If so, one of those apps might be carrying adware or even malware. You can tell if it's a 3rd party app by booting into Safe Mode:

If the behavior goes away in Safe Mode, then do the following:
1. Go to
Settings>Backup & Reset, and uncheck "Automatically Restore."
2. Do another factory reset.
3. When you're done with the Setup Wizard, go immediately to Google Play Store, and stop any apps that might be automatically installing.
Now see if that behavior persists. If it's gone, you can start reinstalling apps one by one, checking between installations to see if that behavior returns. If it does, you know it was the last app you installed that was carrying the bad stuff.
