Why does my tablet not have a keyboard?

My tablet is a V818 mini. I cleaned it with clean master it deleted everything basically. Now a keyboard wont appear when I want to type. I don't have a google account already in it so I can't download one from the play store on PC. it is not connected to internet. I already restored it to factory settings.
 
Welcome to Android Central! What sort of process did you select using Clean Master? By the way, we generally recommend against that app and similar ones. The legitimately helpful things it does can be achieved easily by using system features, and other things it claims to do (like "boost RAM") are spurious.

Are you saying that when you power on and get to the Setup Wizard that you can't enter any information, since the keyboard doesn't show up? Are you actually past the Setup Wizard?
 
I don't know what process was selected. My brother did it, he said he checked everything there was to be checked and hit clean. I think I'm past setup wizard. When you turn it on it shows the home screen, but you can't open anything (google play, gallery etc.) except settings everything else 'unfortunately stops'
 
Welcome to the forums. He may have accidentally deleted the keyboard from the system. If he did that, resetting probably won't make a difference. You can download a different keyboard from Play. Google has one that is pretty basic and free.
