Clipboard is a function of the operating system. Are you running a clipboard app that's popping up? (There's no "clipboard" to "pop up" - the clipboard is just an area of RAM set aside to hold what you copy or cut.)
If you're getting a toast (black rectangle with white letters) that mentions the word "clipboard", it's coming from some app. Start the phone in safe mode (
Power the Device Up in Safe Mode Samsung Galaxy S 5 | Verizon Wireless is Verizon's page but all S5s do it the same way) and it should stop - none of the apps you installed will be running, only the ones that came with the phone will. If that fixes it, restart the phone and you'll be out of safe mode - and then you'll have to figure out which app is causing the toast.
