What do i do when i drop my phone in the water?

[AC Question]

I have a Samsung Galaxy 3 that i dropped in my saltwater pool for about 40 seconds.
It has an otter box case {that didnt really work} i took off the case and open the back and took out the battery.I took a towel and wiped the phone and until i thought it was dry.I went inside and tried to turn it on but when i did it showed the words in green and it fuzzed in and out. It looked like it was about to turn but the screen was black but the bottom button things were white.I took out the battery again. So, do i put in a bag of rice??????
