what's wrong with my screen /touch sensor?

Okay. Sometimes, its normal for phones to lag when in contact with water. I understand why. But out of nowhere, when after I press the power button, my phone won't swipe. It wouldn't detect my touch.

It worked properly this morning until night time. I last used my phone for camera and then pressed the power button with the camera still on.

I tried holding the power button until the phone options appear. I thought that maybe I could restart my phone. But unfortunately, that didn't work either. None of the options did. I also tried pressing my screen multiple times but to no avail.

My only hope is that my phone would run out of battery so it would shut off and there, I could restart it again. It would take a long time though considering that it has 80% battery and the only thing using it up is the phone screen turning on and off. I really hope that anyone here has a solution to this problem.

My phone model is Samsung A3.
 
To restart the phone, hold the power button down until it restarts (normally 10-30 seconds). That simulates a battery pull. (It doesn't do a hardware reset, the way pulling the battery does, but it does everything else pulling the battery would do.)
