Why does my location widget go on but only half off?

In a power widget the location icon only goes half off. What does this mean, and how do I get it to turn off completely?

Could you explain a little more please? What is the name of the widget app?

Is the icon half shaded? If so, that might mean you are in battery saving mode for location services. If you turn it full on and it fully lightens that would confirm it.
