Welcome to Android Central! Do you mean via the messaging app as an MMS message? Is your mobile data on? Can you otherwise access the web using mobile data?

I have the same problem (unable to send pictures via texting MMS) and yes, my mobile data is on.

I tried to send a very short video and got a "Network Error Occured" message

Who's your carrier? Have you checked to make sure the APN settings are correct?
