Youtube App Audio/Video Not In Sync

[AC Question]

Whenever I watch a video on the YouTube app, whether it is just starting from the beginning or I play from any point in the video, the video will play fine with the correct audio for a bit, then the video will seem to stop for about a second while the audio continues to play, then the video will resume. This leaves the video and audio to be pretty badly out of sync. I tried reinstalling, I tried clearing the YouTube data, but nothing has worked. I have a Verizon Galaxy S4, using Wi-Fi at the moment.

Is the phone on Lollipop or KitKat?
