Is it possible to block a number from calling and texting you? If so how?

I have a number that refuses to leave me alone. I would like to block this number from calling and texting me, without having to change my number. Does anyone know how? My provider was no help says they cannot block it.

What kind of phone do you have? On my Galaxy Note 4 I long press the number in the recent calls list and then use the option to automatically reject calls from that number.
