why my phone switch off when turn on the mobile data

phone model samsung S3 mini
if turn off then every time i have to plug in the charger to turn on otherwise phone not turn on

I'm not exactly certain of what you mean from your description, but could it simply indicate that you need a new battery?

My phone is huawei p10 lite. It shuts down whenever i open data and it has network problems for example it notifies people that i am off when i am on.
