"A static look" in English means that it's not moving (dynamic), it's standing still (static). ("Static" on a rafio is 1) almost always on AM radio, not FM and 2) ALWAYS on an analog signal, not on the digital signals used for cellphones - they're either there or not, they don't get noisy [staticky] when they get weak.) I assume you don't mean that, you mean "snow" on the screen. It could be just a loose cable, which is cheap repair, or it could be a bad screen or a bad motherboard, which isn't. I'd bring it to a shop that others have used and trust, and that will diagnose it for free, and see whether I'd rather have it fixed or use the problem as an excuse to buy a new tablet. Pushing a loose cable in is a lot cheaper than the $125 or so for a new one - but you may want a larger one, so it's really up to you once you know how much the repair would be.
