Why does my phone charge in computer using USB but does not allow me to transfer files?

I usually download files in my mobile and transfer it to my computer using USB cable but now it does not show the device or folder in "my computer". I know it detects the USB cable since it shows on my phone that it is charging the battery. I've used 3 different USB cables and 3 different USB ports of my computer.
