Why wont the wifi and bluetooth turn on, samsung galaxy s4

I understand that this question has been asked many times on this site and many people have found solutions but my phone just does not seem like it wants to work. the wifi and bluetooth on my phone just stopped working out of the blue a few days ago. I tried to fix it by taking the battery out and rebooting it that did not work, I also reset the phone and that didnt work, i also deleted a file called wpa_supplicant.conf which i saw had worked for some people but when i deleted it i rebooted my phone and the file didnt get recreated. any help with this would be very appreciated

Try backing the phone up, then reflashing the ROM.
