    The GPS doesn't have settings - it works or it doesn't. (The accuracy should be within 30 feet - mine shows me not near the street, because I'm at the back of the house, and there a front lawn that's about 25 feet deep.)

    Install GPS Status & Toolbox and look at the HDOP number - unless it's more than 3 (which means that the GPS is receiving a terrible signal), it should be close.

    If an app isn't using the data the GPS is feeding it, that's also not a setting, that's a bad app.

    About the only setting that could be changed is Settings/Connections/Location/Mode. Set it for high accuracy if you want the best location readings (at the expense of a little battery power when you're running an app that looks for the location).
