Can i unlock an android tablet bootloader that no longer starts up?

I have a Nobis 9 Tablet (From Walmart) and it now freezes on the Nobis splash screen. I have tried a factory reset, multiple times, but that hasn't helped. I believe that the entire installation might be corrupted, so i would like to install a custom Rom. My problem is that since the tablet isn't routed, i can't upload the Rom. So, is there any way that i can force an update of a custom Rom? I am thinking that maybe if there was a way to unlock the boot-loader, i can upload a new Rom.
Oh ... just for information ... I cannot find any windows drivers for the device. The best i could do was to force an installation of an Android ADB Interface. Which allowed me to upload an update, but it was obviously rejected because the boot-loader is locked.
Any ideas?
 
You don't root to ROM, since it's the ROM you're replacing that gets rooted, so it's just a waste of time. You'll have to find the flashing tool for that particular device and a ROM file for it, and flash the ROM.
