You'd need to check with your AT&T insurance provider. If you have the accidental damage coverage, they should. If they won't, your homeowner's insurance (if the fire was at your home) should cover it, it doesn't cover just your home, it also covers the belongings inside. If you rent rather than own, renter's insurance would cover it. Actually, whatever insurance you make a claim against for the fire should cover replacement of the phone if it was damaged in the fire.

Last time I looked, AT&T uses Asurion (doesn't everyone?), so you'd have to call them.
