Why my app that connected with google account cant open?

All my app would not open.Google play only download partially like 88% then freeze,YouTube cant be started when tapping the icon.Clash of Clans dont let me change account.The account itself have syncing problem.Please help me!!!Resetting dont fix this.

Welcome to Android Central! Does this happen on both wi-fi and mobile data?

Go to Settings>Apps>All, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.

If that doesn't work, then go to Settings>Accounts, remove your Google account completely, then add it back.
