Is the Picasa photo album saved to my phone on the galaxy s5?

There is an album on my phone labeled Picasa and it has all my photos ever backed up to google+ in it. My phone is running out of space are these photos on my phone and not on Google+ where they belong? If I delete this folder is it going to remove these pics from Google+ this didn't happen with my Motorola atria HD.

Those pictures reside in the Cloud, they're not on your phone unless you save them specifically to it. If you want to stop seeing them there, just go to your Account Settings, find your Google account, and de-select the Picasa Albums sync option.
