I do not see a setting that would allow me to move existing phone apps, music and photos to the new SD card to make room in the phone memory. Went to a mobile phone store and their techs were no help. I replaced the SD card with 16 gb memory. When I try to load more apps, I still get the out of space error.

    Hello. Welcome to Android Central.

If the card is showing as mounted in Storage, you should be able to 'move' some downloaded apps (only portions of the app will move to the sd card). You can move other media to the card via their respective apps or a file explorer like My Files on Samsungs or ES File Explorer.
To move apps you normally go to Settings - Apps / Applications Manager - All column (or Downloaded, or SD Card) touch each for the App Info screen and Move to SD Card should be available.
Many mid and low tier devices allocate only a portion of their internal storage for apps unfortunately, so if you have one of these you may hit a brick wall sooner than later.
