My zte Z796C majestic says turning wifi on but it never does come on what should I do?

I've tried taking the battery out for an hour resetting the phone and still doesn't come on. Can I fix it or Toss it

Welcome to Android Central! Do you mean you did a factory reset? If so, then it may be a hardware issue. Sometimes there can be a loose connection, so you could consider opening the phone up (or bring it to a repair shop).
