communicating with Google server problems for Playstation- s4

[AC Question]

No 2 step verification in security settings to turn off. Or I atlas don't see it. PlayStore says I need an account to access apps and I try existing and new account and they say having trouble communicating with Google servers each time. Bout to go get an iPhone cuz been trying for weeks and tried adjusting security settings and such and doesn't work. Need help ASAP.
