How to get assign static ip on a shield TV console ?

Need to set up static ip on a shield TV console so as to run Netflix outside of USA.

I think masking is the way to go. I read from Geforce forums that I need to set up static ip from within Shield TV and then use a vpn / DNS service to get netflix going
