Why won't Google Play Services install on my Samsung Tablet?

I just purchased a Samsung Galaxy Pro 10.1 with KitKat. I keep getting an error message. An application requires installation of Google Play Services. When I click on it asks for an account. I enter it and then get the message, couldn't sign in. there was a problem communicating with Google Servers. Try again later. Happens over and over

I would try doing a factory reset and then see if there is an update for the tablet.
