    Whenever I turn my phone on, these notifications are visible for 2-3 seconds before disappearing. I have tried clicking on them; however, I have not been led anywhere.

    I am wondering because I have issues with both hearing people in phone calls (it is silent and I have to restart the device) and my mobile data/signal almost always fails to operate.

    The messages:

    Restricted access changed
    Voice service is blocked.

    Restrcted access changed
    Data service is blocked.

    These appear on the notification screen and lockscreen with the "Restricted" line in black, and the following text in grey".

    Hello. Do you have a carrier branded phone?
    Android Central have specific forums that may help.

    Sounds like a carrier / network restriction that you need to take up with them.

    Maybe someone on your carrier has seen those too.

    Do you have a Motorola device? The "restricted access changed" message comes sometimes when you have a very weak signal or your network provider is having problems in your area. Basically it means that you're not connected to the network and you can't even place an emergency call.

    As Madd said, check with your provider if that's a temporary problem.
