    I want an a way/app that prevents/stops downloading any app from the play-store. I would like the app to stop app-download permanently. It does not ask for password for exception.

    My goal is I am giving a tablet to my employees, I want the employees to focus on already-installed app by me. I want to prevent them from downloading any app out of the business.

    You'd have to get someone to rewrite the ROM. There are a few different ways to install apps, so even disabling or uninstalling the Play app wouldn't do it. You'd also have to remove the ability to plug in any external storage (that includes the microUSB jack that has to be there for charging - so you wouldn't be able to charge the tablets).

    It's a lot easier (and cheaper) to change written company policy to make it a firing offense to install any app on the tablet, and make each employee sign a receipt for having received the notice of that policy. Enforce it once and no one will install apps on their tablet.
