All weather apps give me the wrong location!

Suddenly, every weather app I've tried switches my location to Tempe Arizona. I live in Madison Wisconsin. What's going on? I manually switch the location within the app and it's accurate for awhile, then switches back to Tempe again. Once i open the app, it corrects itself. But the widget always goes back to being wrong.
