Trouble charging my phone in Spain.

This is a strange one and makes no sense. I visit Spain fairly regularly and have noticed that when I charge my Vodafone smart turbo with my UK charger it takes ages to charge and doesn't charge to the same level as at home. I thought I could solve it by buying a local charger, in fact two, result is the same. I have the same problem with my old Samsung which has my Spanish sim card. Anyone else noticed the same thing.
