Why can't my samsung galaxy 3 mini connect to the internet when there is no wifi available?

In my old samsung galaxy smartphone i was able to connect to the internet following the usual steps in 'settings'. In my new upgraded samsung, the settings seem to vary slightly especially when wanting to connect to my 3G, making it impossible to have internet while in the street shopping, etc. I do pay monthly for this and, unfortunately, am unable to use it! Could you please help?

Hello. Do you mean the Mobile Data quick toggle switch under the notification shade is missing.

There is also a Mobile Data switch in the Data Usage setting. I am not familiar with how Samsung settings changed with Lollipop, but you should still have a 4 square icon for extra toggle settings on the notification shade.
