Why hasn't android created password or security protected apps?

I'd love to be able to hand someone my phone to use to call or text someone, or use the map or internet, without worrying about them digging through my files or history. Why is there no security option for the gallery or downloads or just text messages. By know we should be able to secure our personal information on our phone from others and still allow them to use the basic functions.

There are third party apps that can do this. I don't believe iOS does this either -- at least I never found a way to lock down apps with specific passwords when using iPhones.
