I recently had a problem with my note 3, I received another note 3 from tmobile. I didn't recover all my contact and text messages......they were all backed up, even the new contacts at my job only half of them came thru... ???? Help!!!#

If you have saved contacts to your Google account, which I highly recommend, the contacts will automatically download to the new phone once you add your Google account to it.

If you have not saved contacts to Google and you did not manually backup your contacts some other way, then sorry, but those contacts are gone. But you say they were backed up. How did you do that and have you tried to restore your contacts from that backup?

Text messages must be backed up manually using one of many backup apps available. Again, you say you did back them up. How did you backup messages?
