How do I delete "floating" pic on top of home screen wallpaper?

There is an image on top of my home screen wallpaper that I can't get rid of. It also causes the wallpaper to be dim. The original image was a screen capture that I have deleted from my gallery.

I've looked every where on the net trying to find a way to get rid of this second "floating" pic on the home screen wallpaper and can't find anything.

Help!
