How do I free up wifi access points?

My phone has reached the limit of 500 access points and I have to free the space for it to remember new ones. Well, the problem is that I have deleted most remembered wifi networks except a few with just one access point for each, but the problem didn't go away. What could be done except rebooting the entire system, which would only temporarily solve the problem?
