Why can't I connect to intenet via WiFi when mobile data is turned off? (due to reaching data limit)

I have turned off mobile data on my newly-purchased S6 because I am close to the limit. My WiFi connection is live, but I cannot access web browsers, etc, getting a "You are offline" error message.

You're getting a limited connection. Try a public wifi hotspot. If that works, something in your router setup is preventing you from getting a full connection.
