How do I use my phone for a LAN network without having to have a cell network connection?

I often host LAN parties to play games such as Minecraft, Artemis, Civ, or several other LAN supporting games. The special thing about these parties is that no internet is required, we went to a state park a few years ago with nothing but our laptops and a router and hosted a LAN party. We have found a lot more freedom with this when phones started to have good hotspots, so we didn't need to find some place to power a router. The problem is that even to use the hotspot solely for its LAN capabilities it requires a cell connection to authenticate the account. Is there a way around this or an application to host these kinds of LAN only networks. All we want is the network, no internet connection. Also if I could host something like this with my laptop acting as the router while playing the games that would be even better. Thank you.
