What are the Google Play fees for my Andriod phone?

I just received an email notification from my PayPal account informing me of a $29.99 fee for Google Play. Please provide specific info as to the nature of the billing.

Google Play does not charge you for things you don't buy. If you didn't buy something from Google Play and authorize the charge, you have either a credit card fraud problem, or somebody is trying to trick you into revealing a password.
Are you sure it's an authentic PayPal message? They are a frequent phishing target and despite the logo, these emails often do not come from paypal.com. DO NOT give any user names or passwords to the link in the email supposedly from PayPal. Instead, look at your paypal account by visiting their legitimate website.
Check your credit card to see if the charge is really there. You should also sign into your Google account and check your Google Play account for charges.
