Why is my phone unable to establish a wireless data connection?

I recently moved to France and therefore switched out my previously American sim card for a French sim card. My phone can no longer establish a wireless data connection and the screen reads LTE: ESM-33 EMM-x when this happens. I've tried to switch from CDMA to GSM in the settings but that didn't work either.
