Can I use an image from my PC to create an application icon on my Galaxy Tab A tablet?

I see lots of icon packs in the Google Play Store and elsewhere, but I don't want a bunch of icons, nor do I want icon designs created by someone else. I want to create *one* icon to use as a shortcut to *one* folder on the tablet. (If I ever figure out how to do it, I might create a few more, but one will do for now.) I did find a site that turned my .jpg into an icon (makeappicon.com), but I don't know how to get it to the right place on my tablet to turn it into an active shortcut.

Any ideas? (The more automated and less code-y the better, please.)

You can do that using a custom launcher like Nova.
