Welcome to Android Central! You can use the My Files app, or any other file manager app, to move the photos to the SD card. Or you could connect the phone to your computer via USB and use Windows Explorer to drag and drop the photos.
Contacts can't be moved to the SD. Contacts that are locally saved to the Phone account are kept in an SQLite database on a system directory that you can't access. Contacts that are saved to your Google account are synced to the cloud. I strongly suggest you do the latter, because Phone account contacts aren't synced anywhere, and if anything happens to the phone, then they're gone.
