Welcome to Android Central! I don't think you can stop it. Many phones have a small portion of their internal storage partitioned as a "CD drive," with an installation program intended for desktop computers. This is usually some kind of PC sync software (e.g., HTC phones might come with HTC Sync Manager that you can install on your PC). These partitions are baked into the ROM, so there's not much you can do about it. I just immediately close the CD drive window whenever it shows up.
