    Phone was dropped on a black top, there are lights on the bottom two button but nothing else. The touch sensing is not working to unlock the phone.

    Welcome to Android Central! If the contacts weren't saved to your Google account, then you may be stuck. Contacts saved to your Google account get synced automatically with your Google Contacts in the cloud, so they're immediately safe and secure. But contacts that are saved to the local Phone account aren't synced anywhere automatically, and it's up to you to back them up or sync them using some kind of 3rd party software. If your contacts were saved to the local Phone account, and you didn't back them up anywhere, you won't be able to access them, because they're in an SQLite database on a system directory somewhere, which you can't access if the phone is unrooted.
