Why won't my Nexus 5 maintain a usb connection to my laptop

[AC Question]

Android 5.1.1, kernel version 3.4.0-g0315133. When I try to connect to my Windows 8.1 laptop via usb my Nexus 5 keeps connecting and disconnecting every couple of seconds. It's set to MTP, shows up as 'Nexus 5' in explorer. I've reinstalled drivers and used several cables. Nothing works!

Open device manager. Go to USB root hubs. Make sure that "Allow the computer to turn off this device to save power" is not checked.

Are you using a USB 3.0 or 2.0 port? Id suggest trying USB 2.0, rather than USB 3.0.

I'm using a new Dell XPS15 which I assume has USB3 ports. My old laptop (XPS15 L501x) doesn't work any more.
